Strengthening Long-Term Development Financing, DKI Jakarta Provincial Government Proposes Establishment of Regional Reserve Fund

The DKI Jakarta Regional House of Representatives (DPRD) held a plenary meeting to hear the speech of the Governor of DKI Jakarta regarding four Draft Regional Regulations (Ranperda), one of which concerned the Establishment of a Regional Reserve Fund, at the DKI Jakarta DPRD Building on Thursday (1/10). The plenary meeting was chaired by Deputy Speaker of the DKI Jakarta DPRD Ima Mahdiah and attended in person by the Governor of DKI Jakarta, Pramono Anung.

Ima said the establishment of a Regional Reserve Fund was an important part of efforts to strengthen DKI Jakarta’s fiscal capacity so that development could be planned in a more measurable and sustainable manner.

“A regional reserve fund is an important part of building more planned and sustainable regional fiscal capacity,” she said.

According to Ima, through the Ranperda, the DKI Jakarta Provincial Government is seeking to ensure the availability of financing instruments that can be used appropriately to support strategic and priority regional development needs.

Ima explained that Jakarta’s substantial and long-term infrastructure development financing needs require adequate, innovative, and sustainable funding sources. One of these is through the issuance of Regional Bonds.

“In order to finance infrastructure development and accelerate development in DKI Jakarta Province, sustainable and competitive development must be carried out by ensuring the availability of adequate, innovative, and sustainable funding sources, one of which is through the issuance of Regional Bonds,” Ima said.

On that basis, the establishment of a Regional Reserve Fund is necessary to guarantee the fulfillment of obligations while mitigating the risk of default on principal payments for Regional Bonds when they mature. The funds will subsequently be provided through the APBD.

In addition to the Ranperda on the Establishment of a Regional Reserve Fund, the meeting also discussed the Ranperda on Amendments to Regional Regulation Number 6 of 2025 concerning Changes to the Legal Form of Perusahaan Umum Daerah Air Minum Jaya (Regional Corporation), the Ranperda on PT Bank Jakarta (Regional Corporation), and the Ranperda on Changes to the Legal Form of PT Transportasi Jakarta to PT Transportasi Jakarta (Regional Corporation).

Governor of DKI Jakarta Pramono Anung emphasized the importance of the Ranperda on Amendments to Regional Regulation Number 6 of 2025 concerning Changes to the Legal Form of Perusahaan Umum Daerah Bank Jakarta to a Regional Corporation.

“Bank DKI is a pioneer of Regional Development Banks in Indonesia and has been operating since 11 April 1961. As part of strengthening its capacity, the name PT Bank DKI has been changed to Bank Jakarta, along with an adjustment to its legal form from a Regional Corporation to PT Bank Jakarta Regional Corporation,” explained Governor of DKI Jakarta Pramono Anung.

Pram said this step was taken to comply with statutory provisions while strengthening Bank Jakarta’s identity and role in supporting development and public services.

Institutionally, Bank Jakarta’s headquarters will remain in Jakarta. However, with this strengthening of capital, Bank Jakarta has full authority to open service offices within and outside the territory of the Unitary State of the Republic of Indonesia (NKRI) in accordance with applicable statutory provisions.

After changing its name, Bank Jakarta is now ready to move further forward through an increase in its capital capacity.

“In order to strengthen capital capacity and support business development, Bank Jakarta’s authorized capital will be increased from the previous Rp11.5 trillion to Rp26 trillion, with paid-in capital of Rp6.578 trillion,” Pramono said.

This injection of authorized capital, which has more than doubled, is projected to become the main driving force for Bank Jakarta to reach a wider market and strengthen its capital structure.

Governor Pramono Anung emphasized that this additional capital was not merely a figure on paper, but an important foundation for Bank Jakarta to create a tangible impact on regional and national development.

“This strengthening is expected to expand business capacity, increase lending and core business development, and at the same time strengthen Bank Jakarta’s contribution to economic growth and sustainable urban development,” Pramono stressed. (Edi Triyono)
